Summary: EPA is finalizing revisions to the technology-based effluent limitations guidelines and standards (ELGs) for the Steam Electric Power Generating point source category. EPA is establishing a zero-discharge limitation for all pollutants in flue gas desulfurization (FGD) wastewater, bottom ash (BA) transport water, and combustion residual leachate (CRL). Additionally, EPA is establishing numeric discharge limitations for mercury and arsenic in unmanaged CRL and for legacy wastewater during the closure process.
