EPA Revises NSPS and Creates New NSPS for GHG Emissions from Electric Generating Units

Summary: EPA is finalizing revisions to the NSPS for GHG Emissions from Electric Generating Units (EGUs) (40 CFR 60, Subpart TTTT), including aligning the applicability criteria to cover only fossil fuel-fired EGUs, amending exemptions, and allowing alternative methods approved by the Administrator for the determination of design efficiency. 40 CFR 60, Subpart TTTT will remain applicable to steam generating EGUs and IGCC units constructed after January 8, 2014 or reconstructed after June 18, 2014, and stationary combustion turbines that commenced construction after January 8, 2014 or reconstruction after June 18, 2014 and before May 23, 2023 and meet the relevant applicability criteria. In addition, EPA is finalizing New Source Performance Standards (NSPS) for GHG Emissions from Modified Coal-Fired Steam EGUs and New Construction and Reconstruction Stationary Combustion Turbine EGUs (40 CFR 60, Subpart TTTTa). 40 CFR 60, Subpart TTTTa establishes emission standards and compliance schedules for the control of GHG emissions from a coal-fired steam generating unit or IGCC facility that commences modification after May 23, 2023 and from a stationary combustion turbine that commences construction or reconstruction after May 23, 2023.
